Synopsis

PetscErrorCode  PetscTestFile(const char fname[], char mode, PetscBool  *flg)

Not Collective

Input Parameter

	fname	- the filename
	mode	- either 'r', 'w', or 'x'

Output Parameter

flg -the file exists and satisfies the mode
