Dumps the log of all calls to PetscMalloc(); also calls PetscMemoryGetMaximumUsage()

Input Parameter
fp -file pointer; or NULL
Options Database Key
-malloc_log -Activates PetscMallocDumpLog()
Fortran Note
The calling sequence in Fortran is PetscMallocDumpLog(integer ierr)
The fp defaults to stdout.
