Applies the right part of a symmetric preconditioner to a vector.

Input Parameters

	pc	- the preconditioner context
	x	- input vector

Output Parameter

y -output vector

Notes

Currently, this routine is implemented only for PCICC and PCJACOBI preconditioners.
