 Scales columns of a matrix given the scaling values including the ghosted ones.

PetscErrorCode MatDiagonalScaleLocal(Mat mat,Vec diag)
Not Collective

Input Parameters

mat - the matrix
diag = the diagonal values, including ghost ones-

Notes: Works only for MPIAIJ and MPIBAIJ matrices
