Collective on DM
Input Parameter
| dm | - the DM object
|
| comm | - the communicator to contain the new DM object (or MPI_COMM_NULL)
|
Output Parameter
dmf -the refined DM, or NULL
Note: If no refinement was done, the return value is NULL
