KSPSetComputeRitz

Sets a flag so that the Ritz or harmonic Ritz pairs will be calculated via a Lanczos or Arnoldi process as the linear system is solved.

	ksp	- iterative context obtained from KSPCreate()
	flg	- PETSC_TRUE or PETSC_FALSE
