PetscLayoutSetSize(PetscLayout,n) or PetscLayoutSetLocalSize(PetscLayout,N); or both

PetscLayoutSetUp(PetscLayout);

PetscLayoutGetSize(PetscLayout,PetscInt *);

If the local size, global size are already set and range exists then this does nothing.
