Create a DMPlex mesh from a simple cell-vertex file.

PetscErrorCode DMPlexCreateCellVertexFromFile(MPI_Comm comm, const char filename[], PetscBool interpolate, DM *dm)

| filename | - Name of the .dat file

| interpolate | - Create faces and edges in the mesh
|
