PetscErrorCode  PetscTestDirectory(const char dirname[],char mode,PetscBool  *flg)

Input Parameter

	dirname	- the directory name
	mode	- either 'r', 'w', or 'x'

Output Parameter

flg -the directory exists and satisfies the mode
