Registers a stage name for logging operations in an application code.

PetscErrorCode  PetscStageLogRegister(PetscStageLog stageLog, const char sname[], int *stage)

	stageLog	- The PetscStageLog
	sname	- the name to associate with that stage

Output Parameter

stage -The stage index
