PetscErrorCode MatInterpolate(Mat A, Vec x, Vec y)

Input Parameters#
A - the matrix
x - the vector to be interpolated
Output Parameter#
y - the resulting vector
Note#
This allows one to use either the restriction or interpolation (its transpose) matrix to do the interpolation
