Input Parameters

• dm - the DMNETWORK object

• eflg - turn the option on (PETSC_TRUE) or off (PETSC_FALSE) if user provides Jacobian for edges

• vflg - turn the option on (PETSC_TRUE) or off (PETSC_FALSE) if user provides Jacobian for vertices
