Listens at a socket created with PetscSocketEstablish()

Synopsis#

PETSC_INTERN PetscErrorCode PetscSocketListen(int listenport, int *t)

Input Parameter#

listenport - obtained with PetscSocketEstablish()

Output Parameter#

t - pass this to read() to read what is passed to this connection
