The IS returned could be the same passed in earlier by the user (if provided with PCBDDCSetDirichletBoundariesLocal) or a global-to-local map of the global IS (if provided with PCBDDCSetDirichletBoundaries). In the latter case, the IS will be available after PCSetUp.
