PetscErrorCode DMPlexEqual(DM dmA, DM dmB, PetscBool *equal)

Not Collective

Input Parameters

	dmA	- A DMPlex object
	dmB	- A DMPlex object

Output Parameters

equal -PETSC_TRUE if the topologies are identical

Notes

We are not solving graph isomorphism, so we do not permutation.
