VecGetBlockSize
Gets the blocksize for the vector, i.e. what is used for VecSetValuesBlocked() and VecSetValuesBlockedLocal().

Input Parameter
v -the vector
Output Parameter
bs -the blocksize
Notes
All vectors obtained by VecDuplicate() inherit the same blocksize.
