Prints information to a PetscViewer string.

Logically Collective on PetscViewer (Hmmm, each processor maintains a separate string)

	v	- a string PetscViewer, formed by PetscViewerStringOpen()
	format	- the format of the input

This routine is not supported in Fortran.
