PetscInitializeDrawPackage
This function initializes everything in the PetscDraw package. It is called from PetscDLLibraryRegister() when using dynamic libraries, and on the call to PetscInitialize() when using static libraries.

Input Parameter
path - The dynamic library path, or PETSC_NULL
