VecPermute

Permutes a vector in place using the given ordering.

PetscErrorCode  VecPermute(Vec x, IS row, PetscBool  inv)

	vec	- The vector
	order	- The ordering
	inv	- The flag for inverting the permutation

Note: This function does not yet support parallel Index Sets
