PCShellSetPreSolve#
Sets routine to apply to the operators/vectors before a KSPSolve()
is applied. This usually does something like scale the linear system in some application specific way.

pc - the preconditioner, get the application context with
PCShellGetContext()
xin - input vector
xout - output vector
