## Input Parameters
- ***beta -*** the scalar
- ***x -*** the unscaled vector
- ***y -*** the vector to be scaled
## Output Parameter
- ***y -*** output vector
## Developer Note
The implementation is optimized for `beta` of -1.0, 0.0, and 1.0
