Form the local residual `locG` from the local input `locX` using pointwise functions specified by the user

```

## Input Parameters

- ***dm -*** The mesh
- ***t -*** The time
- ***locX  -*** Local solution
- ***user -*** The user context



## Output Parameter

- ***locG  -*** Local output vector
