Checks if a sorted `PetscInt` array has duplicates 
## Synopsis

PetscErrorCode PetscSortedCheckDupsInt(PetscInt n, const PetscInt X[], PetscBool *flg)
```

## Input Parameters

- ***n  -*** number of values
- ***X  -*** sorted array of integers



## Output Parameter

- ***dups -*** True if the array has dups, otherwise false
