Sets the number of cycles on a particular level.

## Input Parameters

- ***snes   -*** the `SNESFAS` nonlinear multigrid context
- ***level  -*** the level to set the number of cycles on
- ***cycles -*** the number of cycles -- 1 for V-cycle, 2 for W-cycle
