Get the point dof numbers, in [0, dof), which are constrained for a given point

## Input Parameters

- ***s     -*** The `PetscSection`
- ***point -*** The point



## Output Parameter

- ***indices -*** The constrained dofs





## Fortran Note
Use `PetscSectionGetConstraintIndicesF90()` and `PetscSectionRestoreConstraintIndicesF90()`
