Creates a shallow (if possible) copy of the `PetscSection` 
## Synopsis

- ***section -*** the `PetscSection`



## Output Parameter

- ***newSection -*** the copy





## Developer Note
With standard PETSc terminology this should be called `PetscSectionDuplicate()`
