Compares two layouts 
## Synopsis

PetscErrorCode PetscLayoutCompare(PetscLayout mapa, PetscLayout mapb, PetscBool *congruent)
```

## Input Parameters

- ***mapa -*** pointer to the first map
- ***mapb -*** pointer to the second map



## Output Parameter

- ***congruent -*** `PETSC_TRUE` if the two layouts are congruent, `PETSC_FALSE` otherwise
