Form the local portion of the interpolation matrix I from the coarse `DM` to a non-nested fine `DM`. 
## Synopsis

```

## Input Parameters

- ***dmf  -*** The fine mesh
- ***dmc  -*** The coarse mesh
- ***user -*** The user context



## Output Parameter

- ***In  -*** The interpolation matrix
