Returns `PETSC_TRUE` if the vertex is shared by subnetworks

## Input Parameters

- ***dm -*** the `DMNETWORK` object
- ***p -*** the vertex point



## Output Parameter

- ***flag -*** `PETSC_TRUE` if the vertex is shared by subnetworks
