Returns `PETSC_TRUE` if the vertex is a ghost vertex

- ***dm -*** the `DMNETWORK` object
- ***p -*** the vertex point



## Output Parameter

- ***isghost -*** `PETSC_TRUE` if the vertex is a ghost point
