Get the global vertex size used with this DMMoab

## Input Parameter

- ***dm -*** The DMMoab object being set



## Output Parameters

- ***neg -*** The number of global elements in the DMMoab instance
- ***nvg -*** The number of global vertices in the DMMoab instance
