Creates a matrix object that provides sequential USFFT via the external package FFTW

- ***da -*** geometry of the domain encoded by a `DMDA`



## Output Parameter

- ***A  -*** the matrix



## Options Database Key

- ***-mat_usfft_plannerflags -*** set the FFTW planner flags
