Get the `DMLabelGetValueIS()` from a `DMLabel` in the `DM`

PetscErrorCode DMGetLabelIdIS(DM dm, const char name[], IS *ids)

## Input Parameters

- ***mesh -*** The `DM` object
- ***name -*** The label name



## Output Parameter

- ***ids -*** The integer ids, or `NULL` if the label does not exist
