ISLOCALTOGLOBALMAPPINGBASIC#
basic implementation of the ISLocalToGlobalMapping object. When ISGlobalToLocalMappingApply() is used this is good for only small and moderate size problems.

-islocaltoglobalmapping_type basic - select this method
Developer Note#
This stores all the mapping information on each MPI rank.
