Sets a maximum number of iterates to be used in `TaoSolve()`

- ***tao -*** the `Tao` solver context
- ***maxits -*** the maximum number of iterates (>=0)



## Options Database Key

- ***-tao_max_it <its> -*** sets the maximum number of iterations
