Gets the upper and lower bounds vectors set with `TaoSetVariableBounds()`

## Input Parameter

- ***tao -*** the `Tao` context



## Output Parameters

- ***XL  -*** vector of lower bounds
- ***XU  -*** vector of upper bounds
