Sets the logging functions called at the beginning and ending of every event.

## Input Parameters

- ***b -*** The function called at beginning of event
- ***e -*** The function called at end of event





## Developer Note
The default loggers are `PetscLogEventBeginDefault()` and `PetscLogEventEndDefault()`.
