Returns the number of field components for the given field.

## Input Parameters

- ***s -*** the `PetscSection`
- ***field -*** the field number



## Output Parameter

- ***numComp -*** the number of field components





## Developer Note
This function is misnamed. There is a Num in `PetscSectionGetNumFields()` but not in this name
