Returns flag indicating whether to use `DMCreateDomainDecomposition()` to define the subdomains, whenever possible with `PCGASM`

- ***pc  -*** the preconditioner



## Output Parameter

- ***flg -*** boolean indicating whether to use subdomains defined by the `DM`
