Make a `PetscSection`/`IS` pair that encodes the label 
## Synopsis

PetscErrorCode DMLabelConvertToSection(DMLabel label, PetscSection *section, IS *is)
```

## Input Parameter

- ***label -*** the `DMLabel`



## Output Parameters

- ***section -*** the section giving offsets for each stratum
- ***is -*** An `IS` containing all the label points
